COMMUNITY UPDATE

Final reports are being prepared by Global Quarries Australia Pty Ltd for the NSW Department of Planning and Environment as part of the company’s application to develop a quarrying operation on Lots 3 and 4 of DP247199, and Lot 7001 of DP 1025585 near Winfarthing Road, Marulan.

Significant disruptions and delays with reports, changes in Government recommendations and other factors led to the lapsing of the previous SEARs (Secretary’s Environmental Assessment Requirements) that needed to be finalised in late 2023.

However, an Updated Scoping Report was prepared for the planning department to allow the department to issue a new project SEARs on December 21, 2023 (Project SSD-65146459).

All reports are being prepared in line with the updated SEARs including variations and additional works required. Progress is being made on Heritage, Biodiversity and Ecology, Traffic, Noise and Water assessments with all other reports simply being updated.

It is expected a Development Application will be submitted prior to the end of this calendar year.

IMPORTANT CHANGE

Discussions with Transport for NSW (TfNSW) in 2023 and this year have led to an important change to the exit route for haulage vehicles from the quarry due to safety concerns with the previous proposal.

Advice received from the transport department is that trucks should enter the quarry site through a left turn in from the Hume Highway with the exit from the quarry site being a left turn out onto the Hume Highway via Winfarthing Road. (Trucks will no longer be able to cross the Hume Highway to head directly north-east to Sydney but required to first head south-west towards Goulburn to the nearest turning point).

MAJOR UPGRADES

It is understood some residents may be concerned at the transport department’s guidance to use Windfarthing Road for the haulage vehicle exit, but Global Quarries Australia is confident its access design to the Hume Highway will improve traffic safety.

In consultation with Transport for NSW (TfNSW), the following major upgrades and improvements are planned:

Crossing the Hume Highway

  • Only light vehicles will be able to cross the Hume Highway to and from the western side to enter and exit Windfarthing Road. Trucks may turn left only when exiting Windfarthing Road.

Light vehicle crossing upgrade

  • A Light Vehicle Crossing upgrade will include improved line markings and widening of the existing Hume Highway median crossing at Winfarthing Road.

Acceleration Lane

  • Global Quarries will upgrade and lengthen the existing acceleration lane from Winfarthing Road onto Hume highway towards Goulburn which is the exit from the quarry that haulage trucks must use. The 780-metre free-flow slip lane will also include a raised traffic island and a further 120-metre merge taper.

Quarry entry

  • Haulage vehicles can only enter the quarry site from the Sydney-side of the Hume Highway heading towards Goulburn by turning left into a specifically designed 189- metre deceleration lane.

Winfarthing Road entry from Quarry

  • Haulage vehicles exiting the quarry will enter Winfarthing Road and travel about 220 metres on an upgraded road.

Bus Shelter

  • Global Quarries Australia will build a new bus stop and shelter south-east of the haulage road entrance to Winfarthing Road to reduce interaction with haulage vehicles exiting site.

CROWN LANDS

Negotiations for use of Crown Lands are progressing.

EMPLOYMENT AND LOCAL ECONOMY

If approved the Marulan quarry will boost the local economy and employment of local people.

  • $20 Million (est) annually for local community in wages and contracts.
  • 20 people employed during the construction phase.
  • 10 full-time employees once operational.
  • 20 haulage drivers involved in off-site transportation.
  • Local Aboriginal employment.
  • Priority given to local landscaping and civil contracting businesses.

COMMUNITY ENGAGEMENT

Global Quarries Australia will inform and engage with the local community, business, and stakeholders on progress with the Development Application. Planned activities include:

  • Distribution of Community Notices in letterboxes.
  • Updates on Global Quarries website.
  • Meeting with Council, political representatives and the Pejar Local Aboriginal Land Council.
  • Meeting with key emergency services and other agencies.
  • Conduct of a Community Consultative Council meeting.
  • Conduct of pop-up information stalls.
  • Doorknocking of local businesses.
  • Issue of media releases.
  • Media advertising.

THE QUARRY

The quarry will extract up to 500,000 tonnes of hard rock aggregate each year for the supply of concrete and other uses to Sydney and regional markets for around 18 years. It will generate an estimated $20M annually for the local economy.

As a State Significant Development, the quarry will help meet the demands of the construction industry for roads and infrastructure projects and housing.

COMMUNITY

We are engaging with a broad range of stakeholders and community members to help ensure that interested parties are informed about the project and given opportunities to: provide direct feedback, make suggestions and raise any issues important to them.

Consulting company GHD Pty Ltd are supporting Global Quarries to undertake the environmental assessment and engage with the local community and other interested stakeholders.

Community Consultative Committees

A Community Consultative Committee (CCC) has now being established for the project and it will run in accordance with the Department of Planning and Environments Guidelines https://www.planning.nsw.gov.au/sites/default/files/2023-02/community-consultative-committee-guideline.pdf
